The initial stages of an active threat are the most dangerous. Nationally, response times for first responders is approximately 6 minutes. Rural response times are even longer. Preparation and training are vital to survivability. You must be prepared to be your own first responder. Through training people gain knowledge, skills & resources that can aid in preparing for and responding to a crisis.
